The Government of Ontario oversees all the crown agencies like GO and Metrolinx and the Ministry of Energy and Infrastructure. So ultimately they are responsible for what happens on the ground. It may be obvious but it bears repeating that these government agencies are meant to be providing services in the public interest, not making a profit and everything they do should serve that mandate.

Metrolinx website

This is the agency the Provincial government formed in December of 2007 to undertake The Big Move, a massive 50 billion dollar project to revitalize and expand public transit in the Greater Toronto and Hamilton area. My film is focused on one aspect of this larger project; the 8 - 10x increase in rail traffic along the Georgetown corridor. See maps here.
